When examining improvement possibilities, the ROF came to the conclusion that gains can be made by optimising the cooperation among the traffic safety organisations. Bringing together thought and execution strength enhances the overall process and a breeding ground arises for innovative developments.
In addition, the ROF concluded that there was a need for a modern driving ability centre. A centre where driving skills training courses can be given for motorised traffic and (motor)cyclists.
The ROF contacted a private entrepreneur who operated driving skills centres in the central and eastern Netherlands. This entrepreneur wrote up a business plan for the operation of a driving skills centre in the Province of Fryslân. In close consultation and with mutual cooperation among the business, the municipality of Smallingerland and the Province of Fryslân, the driving skills centre opened in Drachten at the end of 2004.
The establishment of a combined business complex by the centre's owner for the benefit of the ROF partners is based on a long-term lease with the Province of Fryslân and was in operational use by October 2011 .
